How to apply for an off-campus work permit because of severe economic hardship?

The student must request a recommendation from the DSO for off-campus employment. The DSO must complete such certification in SEVIS. The DSO may recommend the student for work off-campus for one-year intervals by certifying that:


  • The student has been an F-1 student for at least one full academic year.
  • The student is doing well in their studies and taking a full load of classes.
  • The student has shown that taking a job will not get in the way of their studies.
  • The students have proven they need the job to avoid serious money problems they did not see coming, and they have also shown that other on-campus jobs or support are not enough to cover their new needs because of those unexpected problems.


The student must file I-765 Form with the fee requited to the USCIS and any supporting documents including affidavits explaining their unexpected financial struggles and why on-campus jobs are not enough. They should include their Form I-20, showing their DSO's approval. USCIS will review their application, including Form I-765 and any other supporting documents. 


If approved, USCIS will issue an Employment Authorization Document (EAD) and notify the student. Unfortunately, there is no appeal if the application is denied. The work permit can be renewed each year until the student finishes their studies, as long as they maintain good academic standing and status. If they fall out of status, their work authorization ends automatically.
